Workshop on Climate change finance in Viet Nam

On November 6th,  Ms Tran Thi Hoa, Coastal Resources management manager, representative of Centre for Marinelife Conservation and Community Development (MCD) attended the workshop. This workshop is held within the framework of Memorandum on cooperation, coordination and information exchange among Department of Meteorology, Hydrology and Climate Change – Ministry of Natural Resources and Environment; Climate change working group of Non-governmental organizations (CCWG) and “Network of Vietnamese non-govermental organizations and climate change” (VNGO&CC).

The objectives of the workshop are (1) to raise awareness about finance for climate change in Vietnam and (2) to submit proposals and suggestions on how to better mobilize funds and improve efficience of climate finance utilization in Viet Nam henceforth.

The workshop attracted more than 80 participants, including Representatives from Ministry of Natural Resources and Environment, Ministry of Planning and Development, Ministry of Agriculture and Rural Development, local authorities, representatives from  donors namely Institution for International cooperation Agency of Germany (GIZ), Japan International Cooperation Agency (JICA), United Nation Development Program (UNDP) and NGOs’ representatives.

At the workshop, the management and allocation of budget for climate change were explained in speeches made by Representatives from Ministry of Planning and Investment and from Ministry of Natural Resources and Environment. From NGOs’ perception, VNGO&CC shared their overview on the funding NGOs provide for climate change.

From local point of view, Mr. Mai Van Quyen, Head of Marine Sub-department of Nam Dinh province shared information about finance for climate change response in the province. A large portion of stated budget would be used to create and develop infrastructure in response to climate change. Another source of finance is from NGOs such as MCD and their projects in Nam Dinh, though not dominant but not less important in enhancing capacity for local officers, supporting livelihoods, raising awareness and  communicating to coastal residence about responding to climate change.

Mr. Le Cong Thanh, Head of Department of Meteorology, Hydrology and Climate Change – Ministry of Natural Resources and Environment appreciated the active and positive movements from NGOs in helping organize this workshop and hoped that there would be information exchange and knowledge enhancement about climate finance among the parties. Mr. Thanh also called for feedback and participation from parties towards better trilateral cooperation in collective contribution to respond to climate change in Vietnam.
