The “Ha Long Cat Ba Alliance: promoting the local engagement and community”, sponsored by the United States Agency for International Development (USAID), is performed by 3 organizations: Centre for Marinelife Conservation and Community Development (MCD), People and Nature Reconciliation (PanNature), Center for Environment and Community Research (CECR). The project’s purposes are “Preserve the environment; manage, exploit and use natural resources effectively for sustainable development of Ha Long Bay”
The project focuses on these specific purposes:
1, Purpose 1: Develop a detailed technical planning scheme based on master planning and apply an integrated approach and sustainable aquaculture in Ha Long Bay in association with heritage conservation.
2, Purpose 2: Support the establishment, consultation and dissemination of an enabling legal and administrative framework for the good practices demonstration to be conducted by local community with environmental-friendly aquaculture linked with responsible tourism in Ha Long Bay.
3, Purpose 3: Engage multiple party collaboration and involvement of related party in protecting the environment and sustainable development of Ha Long Bay.

+, The People’s Committee of Quang Ninh Province issues the 5928/UBND-NLN1 regulation on June 6th, 2015, approves of selecting demonstrative environmental – friendly aquaculture linked with responsible tourism in Vung Vieng, Ha Long bay.
+, The People’s Committee of Ha Long City selects 32 resettled aquaculture farmer households who are qualified for the demonstrative aquaculture in Vung Vieng.
+, The People’s Committee of Ha Long City issues the 503/The People’s Committee regulation on regulating management, exploitation and use of the sea surface for aquaculture within Ha Long city.
+, The People’s Committee of Quang Ninh Province issues the 1180/The People’s Committee regulation on April 20th ,2016, approving the demonstrative aquaculture project in Vung Vieng.
+, Meeting regarding participating the demonstrative environmental – friendly aquaculture in Vung Vieng is held between households and tourist service Van Chai Ha Long in order to create further understanding and commitment.

+, The demonstrative environmental-friendly aquaculture model is currently supported by related party in Quang Ninh, especially households who are chosen to participate the demonstrative aquaculture and tourist service Van Chai Ha Long.

Until June, 2016, preparation for building the first aquaculture cages and rafts is hurriedly developed. Materials have been inspected and are in the process of selecting suppliers and implementers.
